ELMO is the Carter Center’s open-source mobile data collection and reporting system, built specifically with election observation in mind.
ELMO, which stands for ELection MOnitoring, allows observers to submit evaluations of an electoral process using checklists in real time to mission headquarters. The system enables mission staff to consolidate and analyze observer reports, and quickly generate assessments.
Reports using ELMO can be submitted via tablet, SMS, or directly online.
The Carter Center is now working to link ELMO checklist questions automatically to specific international obligations in the EOS database.
