Consultant – Field Office Director (FOD), International Election Observation Mission (IEOM), Georgetown, Guyana

The Carter Center is preparing to deploy an international election observation mission to Guyana for general elections currently anticipated on September 1, 2025. The Carter Center is seeking a highly qualified individual to serve as a Field Office Director for this mission. Relocation to Georgetown for a period of up to four months is required, and the consultant will travel within the country as needed.

This consultancy position is tentatively scheduled for on or before July 1, 2025, and pending electoral developments will continue through October 2025. Applicants must confirm their availability for deployment for the duration of the project.

Responsibilities:

  • Serve as the official representative of The Carter Center in Guyana.   
  • Act as the Carter Center’s chief liaison with key actors in Guyana, including government officials, electoral representatives, security officials, political party leaders and candidates, NGO and civil society leaders, domestic and international observer groups, and the diplomatic and donor community.
  • Conduct political and electoral analysis on programmatic, operational, and substantive issues.
  • Develop and oversee field office policies and procedures relating to staff, office, computer use, requests for transportation, communications, etc. 
  • Maintain fiduciary responsibility for all field office project funds in accordance with budget limitations and donor grant requirements.
  • In coordination with Atlanta staff and a Security Officer, review and approve security protocols, ensure training and any emergency procedures for all staff; oversee planning and management of deployment of international observers, working in coordination with the Center’s Atlanta staff and project consultants, as well as other domestic and other international observer groups.
  • In consultation with the Center’s Atlanta staff, plan and organize stakeholder briefings and meetings, draft a leadership agenda and schedule, edit observer checklists, etc.
  • Assume a lead role in drafting Carter Center mission press releases, public statements, and reports.
  • Perform any other duty requested by Carter Center Associate Director and Project Director Brett Lacy for the successful implementation of the project.

Qualifications:

  • Applicants should have at least 10 years of experience as part of an election observation mission core team in human rights, political analysis, or democracy and governance programs, ideally in Guyana or the region.
  • Demonstrated experience and/or knowledge of the Carter Center’s observation methodology, including international and regional standards for democratic elections.
  • Leadership skills and cross-cultural understanding are required for all positions.
  • Strong knowledge of the political context and electoral environment in Guyana.
  • Strong English writing and communication skills, and competence with computer applications are required.

Financial Compensation

A daily rate for this position is determined by an internal committee at the Center taking into account each individual’s years and scope of experience and historical rates for similar positions in past missions with the Center.
