Consultant – Legal Analyst, International Election Observation Mission (IEOM), Georgetown, Guyana

The Carter Center is preparing to deploy an international election observation mission to Guyana for general elections currently anticipated on September 1, 2025. The Carter Center is seeking a highly qualified individual to serve as a Legal Analyst for this mission. Relocation to Georgetown for a period of up to three months is required, and the consultant will travel within the country as needed.

This consultancy position is tentatively scheduled to deploy from mid-July through mid-October. Applicants must confirm their availability for deployment for the duration of the project.

Responsibilities:

  • Become familiar with Guyana’s electoral, legal, and regulatory framework, including all technical procedures required for voter and candidate registration, campaigning, balloting, counting, tabulation and transmission of results, dispute resolution and other relevant issues as they pertain to national legislation, administrative procedures and international obligations for democratic elections.
  • Under the direction of the FOD, meet with representatives of the Guyana Elections Commission, political parties, the judiciary, civil society, observer groups and other key stakeholders, in coordination with members of the election observation mission, to share views on the electoral process and environment.
  • Conduct legal and electoral analysis on programmatic, operational, and substantive issues; draft relevant sections of weekly field office reports for submission to Atlanta.
  • Prepare briefing papers and memos as requested on key aspects of election administration.
  • Assist in drafting Carter Center mission press releases, public statements, and reports with a lead role in assessing the legal framework and election administration.
  • Perform any other duty requested by Carter Center Associate Director and Project Director Brett Lacy or Field Office Director as necessary for the successful implementation of the project.

Qualifications:

  • Applicants should have at least seven years of experience, conducting legal/electoral analysis, ideally as part of an election observation mission core team in Guyana or the region.
  • Demonstrated legal experience and knowledge of election law and international obligations concerning human rights, including political and electoral rights.
  • Demonstrated experience and/or knowledge of the Carter Center’s observation methodology, including international and regional standards for democratic elections.
  • Leadership skills and cross-cultural understanding are required for all positions.
  • Strong knowledge of the political context and electoral environment in Guyana.
  • Strong English writing and communication skills, and competence with computer applications are required.

Financial Compensation

A daily rate for this position is determined by an internal committee at the Center taking into account each individual’s years and scope of experience and historical rates for similar positions in past missions with the Center.
