The Carter Center is seeking a highly qualified individual to serve as the Legal Analyst for a potential assessment of the General Election in Kenya, scheduled for August 9, 2022. The Legal Analyst is responsible for analyzing the legal and regulatory framework specifically around voting technologies. The Legal Analyst is also responsible for using this analysis and past professional experience to contribute to the drafting of a forward-thinking handbook outlining best practice on the observation of voting technologies.
This position and the duration of deployment is contingent on the availability of funds and electoral developments. Deployment to Kenya is expected to be from August 3-17, 2022. This deployment will be preceded by a week of remote work from July 27 – August 2 and followed by a week of remote flexible work. Due to observer accreditation deadlines, first consideration will be given to applications submitted before June 22, 2022.
Primary Responsibilities:
- Use expertise in analyzing the legal framework around voting technologies to contribute to the drafting of a new handbook
- Provide a full review of The Carter Center Handbook on Observing Electronic Voting
- Use this deployment and experience serving on past election missions to write up practical guidance for future legal analysts focusing on the analysis of the legal framework encompassing voting technology
- Become familiar with the legal, constitutional, and regulatory framework for the deployment of voting technologies in Kenya
- Become familiar with and provide analysis and a written assessment of legal issues in Kenya pertaining to voting technologies
- In coordination with other team members and Atlanta staff, assume the lead role in drafting sections related to legal issues for internal and external reports and statements
- Act as a primary advisor to the team on legal issues around voting technology including liaising with relevant stakeholders as necessary, and following and documenting any complaints or appeals around this issue
- Contribute to the production of videos speaking about the role of a legal analyst in analyzing voting technologies, and other relevant topics as needed
- Represent the Center in meetings with election administration bodies, political party or candidate representatives, and other stakeholders. Participate in electoral coordination meetings and donor briefings as necessary.
- Complete other duties, as needed.
Qualifications:
- Demonstrated experience on previous election observation missions as a legal analyst analyzing the framework around voting technologies is preferred.
- Demonstrated experience working on legal issues around voting technologies, and at least five years in the democracy, governance and/or elections field are required.
- Law or advanced degree in relevant field is preferred.
- Strong commitment to contributing to methodological advancement within the elections field.
- Excellent knowledge of human rights and international democratic election standards.
- Cross-cultural understanding, and a background working in sensitive political situations are strongly encouraged.
- Professional experience in Kenya or the region is highly desirable.
- Strong English writing and communication skills, and competence with computer applications are required. Swahili or other regional language skills are an asset, but not required.
