Consultant – Security/Operations Manager

With over three decades of working in Sudan and a broad network of relationships across its 18 states, the Carter Center is monitoring the country’s ongoing conflict and transition processes in support of long-term peace prospects. The Center is planning to deploy a remote international observation mission that will monitor developments in Sudan and preparations for a post-conflict political transition. Experts will additionally provide mentorship and technical assistance to citizen observers in Sudan. The mission will be based in Nairobi, Kenya, with a potential relocation to Sudan pending political and security developments.

The Carter Center is seeking a highly qualified candidate to serve as a Security/Operations Manager on its international observer mission. This role may require travel in the region on an as-needed basis. The deployment for this position is expected in June2024, with the possibility of extension through August 2025. The Security/Operations Manager will act as the international observer mission’s primary expert on issues related to the mission’s security and operations. Working with fellow experts and international and local observers, they may contribute to a baseline security and operational assessment, develop and ensure compliance with security protocols and evacuation plans, and liaise with operational support units in the field and headquarters.

Desired Qualifications and Experience

Applicants for the position should have:

  • At least seven years of demonstrated security experience, preferably with international observation missions in the MENA and Sub-Saharan Africa regions;
  • Experience conducting security assessments, developing and implementing security protocols, monitoring and reporting on security-related issues, and providing operational support for a mission/staff in politically vulnerable locations;
  • Experience managing observer security and local staff, utilizing diverse tools;
  • Experience developing and executing evacuation plans with international and local government agencies as well as private companies;
  • Experience providing operational support and logistics to large-scale projects, managing personnel and equipment, and supporting full project implementation;
  • Leadership skills and cross-cultural understanding are essential. A high degree of flexibility and adaptability to changing environments and project needs;
  • Fluency in English is required. Fluency in Arabic is highly desirable.
