Overview

The Carter Center was founded in 1982 by Jimmy and Rosalynn Carter to advance human rights and alleviate human suffering worldwide. The Atlanta-based, non-profit Center works globally to advance democratic elections and governance consistent with universal human rights. 

The Carter Center seeks the below five positions, based in Harare, Zimbabwe, to manage long-term international election observation activities in support of Zimbabwe’s 2023 harmonized elections.  The project’s goal is to demonstrate international interest in and commitment to enhancing the credibility of Zimbabwe’s electoral processes through third-party, expert assessment and observation of electoral integrity based on international standards. The positions are contingent upon funding.

CHIEF OF PARTY

Responsibilities: The COP will represent The Carter Center in Zimbabwe and assume lead responsibility in developing and maintaining productive, strategic project specific relationships with project partners and other key actors in-country, including USAID, Government of Zimbabwe officials, international organizations, diplomatic missions, NGO and civil society representatives, media and other relevant institutions and groups. S/he will be the primary liaison with international donors on technical matters. The COP shall also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under donor awards. The COP’s primary responsibilities are aimed at providing overall leadership, management, and technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the project results. This individual will be expected to identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments. The following are minimum requirements:

Qualifications:

  • A minimum of ten years professional experience in development at a senior program management level, including direct supervision of professional and support staff.
  • Demonstrated experience at a leadership level of elections-related program implementation and application of election observation methodology strongly preferred. Knowledge of international and regional civil and human rights documents, treaties and covenants, and election standards documents required.
  • A minimum of ten years of experience working in the field of electoral technical assistance, law, international development, election administration or monitoring, human rights, democracy and governance programs, political analysis, including at least seven years working on DRG programming in a similar developing country context (experience working on USAID-funded projects is preferred).
  • Past Team Lead (Chief of Party) experience and/or demonstrated ability to lead a country office, and/or provide election technical assistance with a special emphasis on Southern Africa, and preferably Zimbabwe.
  • Substantial experience in project, human resources and fiscal management, operations, and security planning in coordination with a headquarters-based project manager and team.
  • Strong communication skills, including interpersonal and in written and oral English.
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams.
  • Degree in social sciences, journalism, international development, management or related field.

DEPUTY CHIEF OF PARTY/LEGAL-ELECTORAL ANALYST

Responsibilities: The DCOP/LEA will supervise staff, oversee daily operations, and represent The Carter Center in Zimbabwe, contributing on key technical issues and attending representational meetings when appropriate.  The DCOP/LEA will manage high level engagement, participate in programmatic/ technical meetings, observation, and other tasks as necessary for the functioning of the project. S/he will take the technical lead assessing policy, legal, and regulatory activities related to electoral administration and/or the legal framework and electoral dispute resolution according to international and regional treaties, and Zimbabwean law. The DCOP/OP will work under the Chief of Party’s supervision and in coordination with other country staff, assuming the responsibilities of the Chief of Party in their absence.

Qualifications:

  • A minimum of five years professional experience managing operations for large-scale development projects, including direct supervision of professional and support staff (experience working on USAID-funded projects is preferred).
  • A minimum of seven years of experience working in democracy and governance focusing on electoral issues.
  • Demonstrated experience working as a legal or electoral analyst as part of a core team to conduct international election observation, working on an election management body (EMB) or providing technical support to an EMB.
  • Experience working in politically polarized countries implementing electoral activities in a highly politically sensitive environment.
  • In-depth understanding of the political and electoral context of Zimbabwe desired.
  • Proven technical expertise in supporting the identification, formulation, and implementation of elections-related policy objectives (e.g., boundary delimitation, constituency delineation, establishment of polling stations, review of elections legal and regulatory frameworks.
  • Strong interpersonal skills to engage with key stakeholders, including political parties, the media, and civil society.
  • Experience in providing support to strengthen women and youth’s involvement and participation in democratic processes.
  • Experience in the planning, management and deployment of electoral technology is preferred.
  • Advanced degree in a related field.

PARTICIPATORY RIGHTS/HUMAN RIGHTS ANALYST

Responsibilities: The Participatory Rights / Human Rights Analyst will be responsible for assessing the exercise of political and electoral rights and protection of human rights in the lead up to and duration of Zimbabwe’s 2023 harmonized elections. S/he will:

  • Act as the primary technical expert on human rights, with a particular focus on fundamental freedoms and participatory rights in elections, and the conduct of the election vis-a-vis regional and international treaties, and domestic laws.
  • Assess the exercise of participatory rights and protection of human rights during Zimbabwe’s 2023 harmonized elections, as stipulated by international and regional treaties, and Zimbabwe law, with particular focus on youth and gender.
  • Follow key developments in participatory rights and respect for human rights throughout the electoral cycle in Zimbabwe.
  • Analyze aspects of Zimbabwe’s national legislation concerning women and youth as it pertains to the elections. Assess whether provisions regarding their participation are implemented in accordance with the legal framework as well as international and regional standards for democratic elections.
  • Meet with human rights organizations, NGOs, political party representatives, civil society leaders, and representatives from other observer groups to share views and assess the human rights environment.
  • Contribute to Carter Center press releases, public statements, and project reports as necessary, including weekly reports, and draft a final report section concerning participatory rights during the electoral period.
  • Brief project staff on key human rights issues before, during and after the elections, drafting briefing papers and other related documents as requested.

Qualifications:

  • A minimum of five years of significant substantive experience working internationally on democracy and governance, human rights, or related field.
  • Robust background in and knowledge of international law and human rights standards, including but not limited to participatory rights.
  • Demonstrated experience in assessing human rights with a focus on fundamental freedoms pertaining to political and electoral rights.
  • Leadership skills, cross-cultural understanding, and a background working in sensitive political situations.
  • Strong communication skills, both written and spoken.
  • Professional experience in Southern Africa, and preferably Zimbabwe.
  • Degree in political science or a related field.

FINANCE, ADMINISTRATION & OPERATIONS DIRECTOR

Responsibilities: The FA&O Director will be responsible for managing accounting, finance, and operational aspects of EOM activities to ensure compliance with Carter Center policies and donor policies and regulations, including the United States Government, and the operational well running of the mission and its activities. S/he will provide supervision and guidance to project accounting staff; ensure project financial and administration procedures are implemented by all staff and according to donor agreements; and oversee operations staff working to support the operational and logistical implementation of the election observation mission.

Qualifications

  • Minimum ten years of progressive experience in financial administration, operations, control, audit or related field.
  • Minimum five years of experience in a senior management position, providing oversight and managing administrative, finance and operational functions of donor-funded programs.
  • Demonstrated experience in implementing election observation missions or large-scale activities of similar scope strongly preferred.
  • Experience working in politically polarized countries implementing electoral activities in a highly politically sensitive environment.
  • Demonstrated in depth knowledge and application of USAID regulations, standard provisions, and of A-133 desired.
  • Demonstrated strong analytic skills and problem-solving ability.
  • Strong interpersonal and communication skills, both written and spoken.
  • Professional experience in Southern Africa, and preferably Zimbabwe.
  • Bachelor’s degree in finance, accounting, business administration or related field.

MONITORING, EVALUATION AND LEARNING (MEL) MANAGER

Responsibilities

The MEL Manager will be responsible for managing the MEL system; gathering, analyzing and reporting on relevant data to help inform decision-making; and facilitating a learning environment. S/he will:

  • Develop and implement a MEL system including identification of process, output, and outcome indicators and ensure the strategic and functional integration of all MEL activities.
  • Provide strategic advice and direction to team members to ensure high-quality M&E outputs.
  • Develop data collection tools and integrate reporting system into adaptive program management cycle.
  • Produce MEL reports and annual MEL plans.
  • Provide capacity building in monitoring and evaluation (data collection and reporting protocols) to partners as needed.
  • Maintain stakeholder relationships for data collection requirements.
  • Produce relevant learning products.
  • Coordinate semiannual learning activities.
  • Conduct Data Quality Audits on ad hoc basis.
  • Provide other MEL technical support as needed.

Qualifications

  • Minimum ten years of progressive experience designing and implementing MEL systems on complex donor funded democracy and governance programs (elections field preferred), as well as measuring program results, including those related to the concepts of coverage, quality, governance, self-reliance, and gender and youth.
  • Appropriate expertise on the design of performance indicators and various evaluation methodologies.
  • Strong quantitative skills and demonstrated capacity and experience in data analysis, data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases.
  • Experience building MEL capacity to enhance data use and decision-making.
  • Demonstrated knowledge of fostering a culture of continuous improvement and adaptive management.
  • Demonstrated USAID CLA experience.
  • Professional experience in Southern Africa, and preferably Zimbabwe.
  • Strong interpersonal, communication, problem-solving, and team-work skills.
  • Fluency in written and spoken English required.
  • Advanced degree in statistics, social sciences, or a related discipline.
