The Carter Center seeks to provide election observers with practical tools to support their efforts in the field. From the core obligations outlined in the Center’s Election Obligations and Standards (EOS) database to the ELMO reporting system, our tools reflect the Center’s broader commitment to improving the quality and consistency of election assessment. The Carter Center currently employs the following tools to assist in election monitoring efforts:
- Election Obligations and Standards (EOS) Database: The first of its kind, this database consolidates nearly 200 sources of international law related to human rights and elections.
- Templates and Training Materials: Resources to help train and deploy observers using an obligations-based framework.
- Reports and Publications: Handbooks, articles, and other publications related to election obligations and standards by Carter Center experts.
- ELMO: A data-gathering system customized for election monitoring.
