About the Position

Following the crisis of trust in elections in 2020, The Carter Center launched a new stream of programming focused on building trust and strengthening elections in the United States. Central to this goal is the normalization of nonpartisan election observation. To further this goal, The Carter Center is developing a series of resources to aid in the planning and execution of these projects for organizations that it supports and develops. The organization is seeking a partner to develop a website system for our state-based networks that can easily be duplicated and customized for future state networks. The website should present clear, concise information on nonpartisan election observation, including its significance, how it works, and its impact. Content will be developed under the guidance of Carter Center staff.

Duties

User-Friendly Navigation:

  • Implement a clean and simple navigation structure (e.g., menu with dropdowns, breadcrumbs, etc.).
  • Ensure accessibility standards align with the Web Content Accessibility Guidelines (WCAG), Level AA .

Responsive Design:

  • Ensure the website is fully responsive, meaning it should function seamlessly across different devices (min. 360px for mobile, 768px for tablets, 1024px for desktops).
  • The design should adapt to various screen sizes, including mobile, without losing functionality or visual appeal, ensuring a smooth user experience.

Data collection:

  • Embed data collection forms provided by Carter Center staff (e.g., Formstack, Microsoft Forms): These forms should be functional and capable of capturing visitor data.
  • Data captured from forms should be easily exportable and compliant with privacy and data protection regulations.

Website Search Optimization:

  • Ensure that all pages are optimized for a website search tool with indexed meta tags, keywords, descriptions, and header tags.

Guidance Documents:

  • Provide clear documentation on navigating and maintaining the website, including how to add/edit content, troubleshoot common issues, and ensure compliance with security standards.

Post-Delivery Support:

  • The developer should be available for a mutually agreed period, offering troubleshooting, fixing bugs, making necessary updates, and answering questions regarding the website and its integrations with plug-ins, forms, etc.
  • The developer will work with Carter Center Information Technology staff to check the code into a Carter Center GitHub repository(ies), with Carter Center source control

Data Encryption:

  • Implement SSL/TLS encryption for all data transmitted between the website and users to protect against man-in-the-middle attacks.
  • Ensure that any sensitive data captured through forms (e.g., personal information, contact details, and election data) is encrypted both in transit and at rest.

Access Control:

  • Restrict access to backend systems (CMS, integrations, etc.) through role-based access control (RBAC), ensuring that only authorized personnel can edit, manage, or access sensitive data.
  • Implement multi-factor authentication (MFA) for administrative access to the website’s backend and external systems.
  • Utilize service accounts or, preferably, service principals for integration or data access.

Data Protection Compliance:

  • Ensure the website and data collection forms comply with The Carter Center’s relevant data protection regulations,
  • Implement mechanisms for users to opt-in to data collection and access their data upon request (e.g., the ability to request deletion of personal data, as required by GDPR).

Secure Data Collection and Storage:

  • Ensure that data collected from embedded forms is securely transmitted and stored. Use secure storage mechanisms for sensitive data and ensure regular backups are in place.
  • Checks and validation mechanisms should be included on the data entry forms to prevent injection attacks or the submission of malicious content.

User Privacy:

  • Implement privacy by design in the development process to ensure the protection of user data at every stage, using Carter Center privacy standards.
  • Draft clear, concise privacy policies that inform users about what data is collected, how it will be used, and how it will be protected using Carter Center privacy policies.

Qualifications

Technical Skills:

  • Demonstrated proficiency in HTML, CSS, JavaScript, and modern frontend frameworks (e.g., React, Vue, Angular).
  • Advanced expertise in CMS platforms such as WordPress, Drupal, or Shopify, including custom theme and plugin/module development.
  • Experience with database management (MySQL, PostgreSQL, MongoDB).
  • Proficiency with version control systems, particularly Git.

Design & User Experience:

  • Ability to develop responsive, cross-browser compatible websites.
  • Knowledge of accessibility standards (WCAG 2.1 or higher).
  • Familiarity with UI/UX best practices and ability to interpret wireframes or design mockups.

Maintenance & Optimization:

  • Experience performing regular website updates, security patches, and troubleshooting.
  • Competency in performance optimization, including caching, image compression, and script minification.
  • Ability to diagnose and resolve urgent or site-down issues promptly.

Security:

  • Knowledge of secure coding practices and mitigation of vulnerabilities such as XSS, CSRF, SQL injection, and other common threats.
  • Experience implementing SSL certificates, security plugins/modules, and site hardening.

Deployment & Hosting:

  • Familiarity with deployment workflows across cloud environments (AWS, Azure, DigitalOcean) and traditional hosts (cPanel, Plesk).
  • Ability to manage staging environments and seamless production rollouts.

Professional Competencies:

  • Strong communication skills with the ability to explain technical concepts to non-technical audiences.
  • Experience working with SLAs, ticket systems, and structured turnaround times.
  • Proven track record of reliability, timeliness, and clear documentation.
  • Portfolio demonstrating relevant, high-quality work.
